		<description><![CDATA[I tend to put them into a few different categories:  Juggernaut areas (LA, NYC, Chicago) that can easily support 2 teams and have huge revenue streams available.
Really big cities/metropolitans:  DC, Dallas, Houston, San Francisco (SF and DC are borderline juggernaut depending on what you consider San Jose and Baltimore areas).  Always have good money when the team is strong.  Can dip into luxury tax a little without problems.

Denver, Charlotte, San Antone are the next tier down where they can support a team but will usually have some financially conscious decisions. (Seattle and Detroit straddle the 2nd and third tier) 

Then last tier is Memphis, NO, OKC where they can barely support the team enough financially to even meet the luxury tax and make a profit.]]></description>
